They've got approximate parity with our tech levels but didn't invent transistors and other things needed for digital tech, with the bonus of being able to throw power away like it's nothing because they didn't fall for the nuclear is dangerous meme.
But in game, in fallout3/NV, the power armor looks no different from clothing, it's flimsy as shit and not representative of what power armor is in the lore.
In fallout4, despite the retarded frame system and fusion core system, the art direction, size, sound design, and shape of the armor is closer to what it is in the lore.

They have much higher tech in areas besides display screens. You do not need a transistor to make any kind of mechanical force producing apparatus. However, they actually did invent transistors in fallout, just before the war started, but that's besides the point. They have the tech to make highpowered and portable powersources. That's all you really need to power a motor. More power, more strength, so long as the motor holds up. They have some pretty strong materials, so they can make some pretty strong and small motors.

Take the T-51 for example, it should be more manoeuvrable and have no exposed mechanical parts vulnerable to fire. The retarded frame design that was shoehorned into F4 means that every suit of armour needs to have those ugly tanks on the back.
