It all depends on how much you want to spend on a pc honestly, I would say bare minimum for a somewhat future proof rig would be $700. That's without peripherals, including a chair and desk.
You can make a semi capable gaming rig for around $400-500, but honestly it makes more sense to wait until you have a little more money to spend. Either that or if you have the patience then just buy it a piece at a time.

Don't make the mistake many first time builders make such as skimping on a good case, RAM and PSU. Good quality parts all running together will ensure your PC has a good life span ahead of it. Then you can focus on adding whatever you want to your PC in terms of aesthetics in and around it. And spec wise if you're only going to be gaming or doing lite streaming with it I wouldn't buy anything better than an unlocked Intel i5 for your cpu and try and opt for a gtx 1070 or RX 580, but honestly due to cryptocurrency mining the GPU market is stressed at the moment and most mid range graphics cards are stupid expensive. It's generally not a good time to build. Ryzen looks promising too, as far as CPUs go, but I personally can't opt for its performance.

This is good advice, build a rig based on solid components all around, spread your money out evenly and don't just dump your savings into the best video card you can afford and then bottleneck it with a shit CPU or power supply. A good case is always a smart move too because even years down the line if you want to upgrade or completely rebuild your machine you can always reuse your case. Don't just go for something that looks pretty either, always put practicality first and don't give a shit what people think or say about how it looks.
