there was cut content and abandoned ideas but a majority of what people cite as "incomplete" was intentional. there are meant to be lots of hanging strands that are never resolved for Kojima's "le phantom pain xDD" meme but also so the players have stupid shit to argue about endlessly, like these threads.

i'm not saying it's a good thing, i'm just literally explaining to you why it is the way it is. even a producer who worked on the game in an interview said that aside from Kingdom of the Flies the game was complete and there was nothing else substantial they were forced to axe at the last minute other than that. anything else was concepts, nothing more.
