If you mean Super-only, the base roster will MAYBE sneak in Goku Black or Zamasu. If you mean just the 2010s stuff, then Beerus will be in at launch and they'll sneak SSJB into either Goku, Vegeta, and/or potentially Vegetto.

Super Dragonball FighterZ will launch in mid 2019 and drop 4-6 new characters, with half of them being Super-only (Hit & Kale are priorities I'd think, after some form of Zamasu if he doesn't make the launch roster). They will then put out another 2-4 characters of DLC from that.

So by the end of the game's content cycle, I'm thinking between 28-38, but that's by like Spring/Summer 2020.

1. ArcSys is a lot more comfortable with this graphics system than when Xrd was being developed.
2. They have a lot of manpower in this project, whereas their only other game in development is a big sprite dump.
3. DBFZ characters have notably less individual moves than a Guilty Gear character (3 normals + Ki Blast as opposed to 4 normals + Dust, plus way less specials and command normals per character).

I think 20-25 is totally reasonable for launch. It'd be their largest launch roster ever, but this game is a big deal and has Bamco cash behind it.

If this was a tenkaichi game, yeah I'd want the upgraded form of one of my favorite androids. But no you have to think about this logically (I know it's hard). Not every character is going to get in, and if they aren't going to get in I'd like to at least see an alt skin as a nod to other seasons of Dragon ball. It'd be like saying Majin Vegeta needs to get in for a suicide move, as opposed to just giving Vegeta a M on his head and calling it a day. I'm gonna put my money on Ginyu being a no-show. You can't have him without his only ability, Body Change. However that just can't be implemented in such a competitively-focused game. He also doesn't have much to translate into normals, and no I don't think summoning models of the Ginyu force would reasonably happen except for special moves. He needs fast-paced normals that just don't exist and there's very little in the way of fudging movesets going on here.

Tenshinhan is one of the cleanest locks in the game next to Broly and Beerus. Not having him on a roster is insanity.

He only has one(1) technique. With the way Arcsys are designing this game, it's extremely unlikely they will make a captain commando style Ginyu. They want to capture the way the characters fight in the series. They will focus on canon fighting styles before made up ones. It's a cool idea, and if it's in that's cool, but it's unlikely.

Based on the anime he may surprisingly have enough normals to make it in, if he does make it in I easily see him being the Krillin of the villains: Based on technique, after image for confusion, literal fire balls for projectiles, evil spear for a throw or swap with his sword to change a stance, and stone spit for linking combos and an assist move. He's possible, but only if the anime gave him enough physical moves. He's a really underrated choice.

Yamcha has enough normals, but his techniques are low. He only has three(3) canon ones and most of those have variants that debuted in the video games. I don't think his actual fighting style is unique enough to the point where Arcsys can justify him being on the roster. They did say every character aside from the E3 demo will be unique in some way, and Yamcha doesn't have enough moves to fall in that category and his fight scenes were never very technical to begin with. I think Giynu being such an iconic villain from that era makes him very likely regardless of moveset. If they make the rest of his team part of his moveset like Captain Commando in the MvC games then they could easily give him enough to work with.

Yamcha is also one I've been on the fence about but I think his overall importance to the series makes him likely. They could also get creative with him and have Puar be in his moveset, maybe do some silly stuff with his baseball career like they did with Junpei in P4A.

I think there's definitely going to be another form of Gohan and Saiyaman seemed like a more fun choice than just Mystic. Also works well as a joke character who could get serious instead of just doing Mr. Satan again, though I could see him being there too.

Videl is more of just a personal want. I like the characters, I'd like more ladies on the roster and I think it'd be fun to have a purely physical fighter in there.

Fused Zamasu in the manga had psychic powers and katchin blocks in addition to portals and that supernova attack he had in the anime. He just doesn't go half purple shit.
