Not just horror games. Pathologic or The Void aren't horror games, yet establish more unnerving and creepy atmosphere than Fallout. So does Stalker. Hell, I'd even argue fucking Majora's Mask to be creepier than Fallout.

Fallout is fucking awesome, and has some genuinely unnerving moments, but most of it rather melancholic, desolate and desperate - punctuated by sudden bursts of life and activity. It leaves you yearning, not crept out.
