Yes it is true you fight bots and players on really big maps.
But bots have their own areas. And bots are very distinguishable since they're their own faction and usually don't show up behind your back with a suppressed rifle and full armor.

You can entierly avoid bots and hunt players only with some game and map knowledge, say about 20 hours.
And as for ten bots for every player that's only true on one map.
Rest have like 50% more bots than players.

It is not pay to win either.
You only pay for some minor shit like gamma container and some starter gear, all of which is dogshit and should be sold for a full size gun immedieately. I'm playing with cheapest pack against most expensive packs most of the time and at level 1 everyone is the same. Homeless stage is where everyone is shit anyway and tactics matter. Sure those who paid more get bigger gamma case and a better melee weapon but as soon as you kill one of them you get their weapon and you are on same playing field. Only difference is gamma gontainer and for poorfags you fit everything you ever need there anyway.

There's tower with one scav spawn where you can avoid gas station by going by the waterline and sometimes sprint past the last scav with some luck or eliminate it by sneaking up on it. Road to tower is very safe since there's only one entrace far away.

Other exit has a scav as well but he's easy if you approach from the cliffs and snipe him with first shot. I just discovered you can crouch in bushes on right side and be completely safe as long as nobody saw you

Gamma crate is literally useless since I only keep medkit in it and sometimes very valuable loot. If you are really hurting for more space best cases go occationally on sale, but honestly a waste of money.
Better trader relations is no biggie, you'll have them at level 1 by level 10 round about by which tier you get good weapons and armor. Many players are higher tier and if you ask they'll buy you armor since it's dirt cheap anyawy. You can sometimes find it on scavs too. The grind is not that bad, I've gone through it like 10 times with all the wipes in alpha allready and it's not bad.

Early game is mostly doing night ops and making the AI fight you on your terms for example by making the fight indoors and you'll probably only have pistols and SMGs. I agree that once you get a bit more in the later stages you can get fucked pretty hard in the span of one or two turns but it's part of the experience.
Squad Leader is an useful role but it usually means that the person doing it won't be as good a marksman as the other mercs and it also should be a role you fill after all the other crucial ones (medic, mechanic, sniper and Rambo typically). Taking a cheap merc and levelling him up is a wise choice but expensive mercs are absolutely a bang for your buck, just remember that Wisdom determines how fast a character can level up so don't hire dumb guys too much. Gorilla warfare is hell of a job.

Once you get to a certain point this game is alright. Customizing your weapons is great and screwing around with said weapons in offline mode is great too. But this game has problems before that point. You need to exchange a certain amount of money before you gain access to the better parts of a trader's stock. So in an attempt to exchange money you decide to get some stuff to sell. To get stuff to sell you'll need to go into a raid and you'll probably need a gun, but to get a half decent gun you'll need to buy it. The problem is the trader doesn't have a half decent gun either because he's out of stock or because he won't let you see the rest of his stock. And even if he restocks and you're early enough to grab a gun you also need magazines for it. If you have shitty luck then you he'll be out of stock since some other faggots bought all his magazines. So you end up dealing with a shitty pistol having to take down aimbot scavs while also dealing with players that were early enough to buy the necessary shit to use an AK. And grinding for shit to sell so that you can reach the level to even have the OPTION to buy an AK-74 is dreadful. And if you manage to find a good gun you probably don't want to lose it. If the traders were selling a good gun then you may be more willing to use it, but they aren't. So it just sits in your inventory as you grind so you can buy decent shit. The game is also buggy and when dying means you can lose all your equipment it becomes irritating. There's a problem with clipping where if you hide behind an wall some parts of your body will clip through, so you die in a bullshit way.

tl dr; game is pretty good in offline if you deal with grinding and bugs.

Customs is most documented. AK mags spawn in one of the extracts, lots of good loot in dorms and you can just avoid most scavs and loot factory area relatively safely.
Woods is easiest because you can rush the shack and camp it while others are busy with lumberyard and such.
Shoreline I usually spawn, get the few crates near extracts and on the way and camp extract for 5 minutes.
If you play with a group you can pretty much lock down an area, kill all players and deal with scavs methodically. Gets boring once you get all the good stuff so it becomes more fun to play with 3-2 stack

The guns are some of the most satisfying iv ever seen in a game
