No. It's a shit time to reroll because the current event's stones are locked behind doing missions. Better off waiting until an event where they actually give out a decent amount of login stones instead.
It is however, a good time to start playing normally due to the extra amount of stones you get for doing missions daily.

Not really, maybe it's just because of the campaign they have going on right now. Because I thought when 200 million stones have been consumed, they will stop giving free stuff or something like that. So because of rerollers we will reach that limit very soon.

Hit is already on Global. His Dokkan will come with the Kale/Caulifla update, which won't be for a while.

At this point, it's only a matter of time before Jiren gets in. Probably as a Dokkan event, but don't quote me on that
