As for OP's question, in most ways that matter, yes. The level design was god tier in Dishonored 1 and somehow got better with 2. The abilities are also better. The story and characters are worse but if you play video games for either you're bound to be disappointed anyways.

My pc runs D44M on High at a stable 50 fps.
Dishonored 2 ran at 20-30 fps, on Medium, and at fucking 720p
It may be slighty more playable that it was at release, but it's still one of the worst optimized games I've ever played, second only to Cryostasis.

One step forward and one step back. While gameplay is more fluid and polished, the levels are larger and the enemies are smarter, the plot and characters have become even worse. There is also less variety in levels in 2 than in 1. Still all great levels save for the final level which sucks ass. Performance is also still shitty despite numerous patches, but if it works it looks geniunely gorgeous.

Buy it if you loved Dishonored, but make sure to pirate it beforehand to test performance. Play them in order if you haven't played 1 yet.

Emily as high chaos followed by Corvo ghost and nonlethal is the true patrician way to play, but either way if you aren't planning at least one playthrough with each character you're doing it wrong. The series really shines on multiple playthroughs.

I thought so. What I love about Dishonored is the level design, gameplay, environmental storytelling/lore and atmosphere. They either improved on those (level design and gameplay) or were just as good as in the first one (lore and atmosphere).

The plot is as barebones as it was in the first one and there are still only like 1 or 2 interesting characters, so that part didn't bother me much. It would be nice if they worked more on the plot if they ever make a Dishonored 3 though. Can't talk about performance because it worked fine from the start for me, but it sucks that so many people had or still have problems. Using IdTech 5 was a big mistake on their part.

Atmosphere was 100% a step down. Dunwall was a unique apocalyptic setting reinforced by excellent artstyle. Karnaca was interesting, but more disjointed between areas (dust district vs asylum vs the heights) that was interesting but didn't leave the last impression the more coherent first one did. Good individual levels (maybe even better individually) do not add up to a greater whole.

It's under-appreciated? It's definitely among the Top 3, in my opinion. The million different ways you can fuck around in it is great.

Now, if we're talking over-rated, then I'm going with the Shard in Time. Cool gimmick, but it just doesn't make up for a fun level.

Best level overall is The Observatory. That level was actually pretty tough if you're trying to ghost it, in my opinion, at least.
