It's got that silent movie aesthetic, especially because of the music.
If you got the imagination, filling in the voices yourself is no problem, and may even heighten the experience.
One of my biggest problems with voice acting in a big RPG like this is having 40% of lines voiced then the other 60% is unvoiced. Nothing more jarring than flip flopping between voiced and unvoiced. Either go all out or don't do it at all. Yuji Hori going with whatever he wants to do rather than going along with the "safe bet", is the best thing he could have done.
