W3 has some nonsensical design flaws (some examples: limited skill slots and pointless exp scaling for big level differences) and the big picture choices & consequences for the main plot kinda suck, but there's a lot of high quality NPC interactions and a really beautiful world to explore.

So if you're willing to forgive some of the stupid things it does, you'll have a good time with it.
