Naoto is playable in late October.
Haru is playable in mid September. That gives Haru the 5th, 6th, 7th, and 8th dungeon (Mementos Depths).
For the hell of it, Mitsuru can't be banged until the late part of the game in Persona 3. Early November. Same with Aigis all the way up to January.

I want them to return face and have everyone available at the start like Persona 1.

What annoyed me about Ryuji is that he basically gets dealt the shittiest hand, and unlike everyone else his situation never improves.

He was a star athlete who was going to coast on a sports scholarship to get into a good college. Then his career gets ended by Kamoshida and he just gives up. He doesn't try to get back into sports seriously, he doesn't start studying seriously to compensate. In case anyone still somehow hasn't noticed, the Persona games are a self-insert life simulator. Designed for people who are probably losers to be able to pretend they aren't losers.

Thus every game has a male sidekick character who gets constantly shit on for no fair reason, just to make the MC (and by proxy the player) look and feel better, because it's probably the only time in the players life they've ever gotten to be on the other side of the winner-loser dynamic.
