He goes crazy due to numerous obvious factors. One of them being that everything he went through was basically pointless. He was a puppet the whole way through, couldn't even get with Makoto in the end. He was kinda crazy beforehand even,
he just didn't go overt with it, such as when he enjoys himself like a crazy monster in combat or when he went apeshit when he thought that Makoto died. Not to mention that he still isn't really super crazy, he just pretends to be because it's more fun that way and he doesn't have to face the horribleness of his life.
He directly emulates Nishitani and Lee to a lesser degree. Fuck dude you can even see his normal self in Yakuza 4 and 5 when he's interacting with Saejima or when shit gets really serious at the end.

Furthermore, the presence of a missing deed would have tipped of the officials as to what was actually happening there. Due to procedure they'd have to take a closer look at the deal and look at the ownership of the lot. The government can't be seen making backroom deals with Yakuza, they'd have pulled back from the deal almost immediately. Dojima says it himself, it's best for the Yakuza and the government if the owner of the lot never makes a fuss (or just doesn't exist) and they can just build over it with no one complaining, thus making both the yakuza and the government massive amounts of money.

Before 0, 5 and possibly 4 (don't remember much of this one), his character made sense in the way where bad guys become likeable so-so guys later on. Of course, tropes like these are usually fucking dumb, such as in this case, where a character threatens a child and innocent woman and then the writer expects you to like him or even show sympathy. There was alot of the latter when that guy that was responsible for Makoto becoming blind through his PTSD inducing semen was dying.
At some point they had an identity crisis which caused Majima to become one of the mainstay characters of the franchise.
