Two guys with Impure Reach using panic moves combined with shit like Pain Eater and Swordbreaker gives you plenty of opportunities to get panic to stick fairly safely. I've got a full recorded playthrough on my hard drive with me mowing down every type of FOE past You In Wonderland pretty much as soon as I encounter them if you really want to go there. Sweaty Guys are the only really dangerous ones, but by the time you encounter those you should have some pretty good personas from sacrificing all the ones you get from the weaker FOEs in the dungeon.

That can happen after a Power Charge, but Sweaty Guys are a lot more dangerous with Bestial Roar's priority over defending. Plus, Festival Dudes often waste turns on Diarahan (I never bothered with the 4 man party for them) and Crazed Slash which they like using was more often than not completely negated by Koromaru with his high evasion, Immunity Buffer and Pain Eater. I had a lot of encounters were I comfortably sat through 5+ turns trying to land panic with only Healing Breeze for healing while a Sweaty Guy getting up Bestial Roar would almost always fuck me up.

There was 17 choices in PQ if I recall. At this point you are only adding in 7 more playable and Futaba.
Honestly, there is no real difference between 17 and 24 when it comes to choices.
The real issue is character stacking. Ryuji and Ann fill the same niche as Kanji and Yukiko while Yusuke and Morgana are effectively Chie and Yukari.

The only free ones are Futaba since she's support, P5MC who can just abuse Dark element now to P3MCs Mudo and Haru/Makoto have new elements.
