Literally all bosses in Sonic games are like that. Can't do shit to them until they open up a small window where they're either within range to attack or reveals their weak spot for no reason.

Biohazard wasn't that bad come to think of it. Final Hazard was cool aesthetically, but it was tedious as hell.
