Germany has other industries, and its gaming industry mostly focuses on casual and browser games.
And Italy e.g. doesn't make any major AAA games either.

Because Germany actually hates video game and doesn't allow any video games in their country at all and the only way Germany would allow any is if it severely censored and monitored as well has a built in timer on how long you been on it a day which automatically shuts your game off if you exceed more than two hours a day.

By the way if you play call of duty modern warfare 2 fromGermany, the notorious airport massacre level is entirely removed from the game along with blood and you don't get any awards for killing in the game.

Good game devs moved to other countries with more job opportunities (vidya isn't even considered art in germany). Good programmers moved to companies in other industries that offer higher pay, less responsibilities/pressure and a 40h week.
This leaves a couple mediocre game studios that create mobile shit and a few indie adventure/rpg game studios.
