Honestly, I can see spell creation/customization being a thing, so you can mix fire and ice spells or some shit lile that.

Bethesda will try to pull off something completely amazing and blow tons of dev resources on it only to scrap it.

Or they'll just not try anything ambitious like in fallout 4

Well, Fallout 4 made Skyrim seem like a complex and well-made game, so the bar is so low for TES VI that they'll probably just reskin Skyrim to look like Hammerfell and change all of the NPCs to kangs.

Game will take place in Cyrodil again.
It will be 15 years after the events of Skyrim.
Emperor BUCINUS ALIQUAS will be the primary antagonist.
He will be expelling non-nords and non-imperials from Cyrodil and attempting to rebuild Numidium to crush the Altmeri Empire and Thalmor.

He has already enslaved the proud people of Hammerfell and captured HoonDing within a replication of the Heart of Lorkhan, more powerful than the original Mantela, intending to use it to power his new Numidium.

The new Numidium is called Obicidium, and his ultimate goal is to seperate Cyrodil and its people from the Wheel of Nirn by forcing Obicidium to become a NEW Tower by mantling Akatosh and re-creating the First Convention.

This new tower will be the Tower of Man, and will zero-sum all other towers, making Cyrodil its own world, excluding other races of Nirn from it.

The events of the game will show that Bucinus Aliquas learned this by studying the creation of Akulakhan, and realizing the mistakes made by the Dwemer, and will reveal the ultimate fate of the Dwemer (that they accidentally created their own world, a world too hostile to survive in).
