EA. they've had multiple games with their own storefront for DLC (sims 3) and multiple games where the prompts to buy DLC are in-game and totally jarring (dragon age).

Paradox is shitty by having a ton of DLC and major paid content that fixes issues, but at least it's unobtrusive to the ignorant. Imagine playing stellaris and having an event that's like "you pick up a faint signal, yet it's clearly from an astronomically large source, buy the leviathan DLC if you wish to engage with it"

i get frame drops, mostly when zooming around the map and looking into a lot that isnt cached yet. its 60fps (capped) but still gets said frame drops sometimes. its the best you can expect from the game though since its so massive.

i'm playing sunlit tides at the moment, you can get it from that games4theworld site along with most other s3 store stuff. its a nice but also very light world, only uses 1.5gb of ram on average where something like isla will use 2.2gb. the less usage, the better it seems to run. but the majority of issues i've found with s3 are related to story progression. just turn it off.
