This, OP it can be confusing but you'll get used to it.
Download Microsoft Visual Studio 2008, install it and make sure it's up to date. After that register at http:// nintendo.developer. com
Now you've accessed the developer portal, from here, download the Nintendo Wii U SDK (Software Development Kit).
Once you point Visual Studio at the SDK files you should get a prompt for compiling a NNP (New Nintendo Project). This will only fuck you up at this point though.
Make sure you grab an up to date binary of the Entity Framework and have JRE and a basic Apache stack running (doesn't need to be serving pages, just running in the background, you don't need to configure much).
After loading the entity binary into Visual Studio 2008 you can now open a new NNP. Now you can import the ISO or RPX file and hit "Compile to Executable".
This will produce an EXE that you can enjoy.
