MGSV is the greatest gaming achievement of the last 10 years or more. Disappointment invariably stems from factors external to the actual game content such as hype, marketing, or misguided desire to craft the plot by the player.

What was actually sold, the content on-disc, is quite literally as close to the perfect marriage of gameplay and narrative as the world has ever seen, given you're smart enough to understand narrative delivery methods, emergent functions, and scope of freedom presented.

Playing Fallout 4 now, it's honestly fine. I like the shit you can do with weapon and armor mods, running into legendary enemies and getting loot adds interest while exploring (as well as encouraging exploring).

While I admit Fallout 4 can be fun it has several parts that fell flat beyond the main story. The biggest one is side quests, which was normally why you explored before along with the chance to find the one unique weapon hidden somewhere in the wastes. They completely cut that out and replaced it with repetitive radiant quests for infinite leveling and stuck in legendary enemies for a chance to get a gun with a perk that isn't shit. While fun for a bit, it gets old fast especially when there are mods that you can craft said perks that are balanced with their cost needing a special item, unless you're just going for fucking around and being as op as possible.
The factions themselves are also pants on head retarded more often than not. Mostly going back to the radiant quests again, why make interesting NPCs to do quests for to flesh out the factions when you can just have one give a variation of the same quest repeatedly? This really crippled the opportunity to know more about each side and make a more informed choice.
Settlements, while fun for some but not everyone, have a lackluster feel. Yeah you can design what ever you want, make it look like a city, but because they made it so open they made the settler AI retarded to accommodate so it'll never feel like an actual city without mods. Even then you have to go to a whole nother level of autism to get that done. Along with the sometimes wonky place mechanic making it far more trouble than it's worth.
The new dialogue system and voiced protagonist is another shit show that is plain stupid. Don't get me wrong a voiced protagonist in an RPG can work, the problem really comes in here because they made it so the choices most fans are used to are absent. In my opinion it makes it worse and not better, along with it not really mattering which choice you pick the NPC slightly chances dialogue but still tells you the exact same thing in the end anyway.

The hype is what ruined this game, that trailer mislead everyone I felt other than that it has a great engine, great gameplay, great stealth, and great customization. Problem is the fact they make you replay the game to get the ending. The ending which felt like a huge fuck you. I would have gladly waited another year for the third chapter and the true ending.

The DLCs were down right insulting as far as I'm concerned, we got one that added a two hour quest tops with some settlement stuff, a couple settlement DLCs which had stuff modders had already made and done better, then Far Harbor was decent but obviously was trying to use the nostalgia of Point Lookout from 3 and Nuka World is kinda fun but the same shit, kill, loot, return.
The amount of fucking up in the texture department should be embarrassing for them, especially since within a day or so someone made a mod that enhanced the textures and made them less stressful on your system. Then their HD pack being a bloated mess with mods still doing that job better.
The enemy ai is better in some cases but they really dropped the ball with Deathclaws. It used to be you made damn sure you had a plan to fight one, now even just randomly running into one on survival is a laughable experience.

Overall the point being yes they did somethings better, but don't try and act like the biggest issue is just the story.

False. It's still there. The issue is that they shove the radiant quest in your face. There are lots of great sidequest in 4, it's just that they're burried under the game throwing radiant quest through your pipboy, whatever faction your involved in, and various notes and random encounters. I personally really love pretending to be a super hero of the commonwealth.
