It's really just a naming thing. You can probably normally preorder DLC, depending on how the companies want to nickle and dime you. DLC has become the catchall term for Expansions to Horse Armor.

The idea, to be generous, is that you don't actually have the the DLC ready to go yet. But you're telling people "hey, you like this game? Think it looks cool? What if we told you we're making more shit for it right now? You can continue to enjoy this game with NEW, FRESH content for the next several months for the low, low, additional price of [blank]." And it works. That's what most people see, that the company will "support" the game for the foreseeable future.

People don't really just one and done games any more, on either side of the consumer/developer divide. People want the games to last longer and have new stuff for it sooner than a full sequel. Season Passes are a way to advertise that, while also getting a cut of the same mentality that fuels preorders of full games: get them before they learn exactly what they're buying.
