I assume this is related to a particular game, as "dmg taken" and enemy damage" makes me assume we're talking about terrain dmg or something.

But yeah, while evasion is nice when it works, for reliability, and proper scaled difficulty, -10%dmg taken is the most effective.

(in games where block actually blocks magic, it also usually only blocks a % of dmg, so its a % of a %)

even in FFXIV, too many undergeared tanks who go from max hp, to dead, mid cast, is getting out of hand, when all the enemies land critical hits/direct hits all at the same time.

RNG is great when it works for u, but is a bitch when it doesnt.

If all equal, No need for blocking armor if you can straight evade. Reduce damage is better than healing since you have the same outcome, but right away plus you don't give away what your armor does when it works. Reduce attack compared to heal and reduce is redundant. Accuracy loss compared to evasion

Unless you're playing some shitty game where defense and offense aren't comparable in stat investment it's better to have the incoming pre-mitigation damage lowered as opposed to what's getting through. If you've got 50 attack vs 25 defense you' get 20 vs 22.5 damage, 50 vs 10 you'd get 35 vs 36. 50 vs 40 you get 5 vs 9. Stop being fucking dumb.

Reduce enemy accuracy by 10% is the same as 10% evasion, which is the same as 10% chance to block. It just means that 10% of the time you don't take damage. If you DO take a 100% damage hit, you die.
Heal 10% is the same as reducing damage by 10%, except if you take 100% damage hit, you die.
So that leaves us with reduce damage and reduce enemy attacks. Both save you from a 100% damage hit, but reduce enemy attack damage doesn't affect environmental damage such as traps.
Reduce damage by 10% is the only option.

so if your healer heals for 100, and the enemy does 100 dmg.

-10% takes 90, gets healed for 100.
+10%healed takes 100, gets healed for 110.

in both cases, you get over healed by 10.

now go to a harder boss in the raid tier.
boss hits for 1,000

-10% takes 900 dmg, gets healed for 100. (800 missing hp)
+10% gets hit for 1,000, gets healed by 110. (890 missing hp)

in most games bosses dmg goes up quicker and higher than a healers heals go up, so on "average" picking -10% is "better"
(plus the tank buster issue u brought up)

Depends, do you count having a minimum HP value something that is dealt with mechanically?

If not, the PSO Dark Falz on hard and above does an attack that hits for flat HP damage depending on difficulty, no matter your defense and resistances.
