It was not unknown when it was released. Don't consider it popular because the PS1 library was huge and there were games being released almost every day/week but people knew this game.

A great unique racing hidden gem game for the PS1. Never ever see this on any hidden gem list on the internet as it only got a limited release outside of Japan. and there's a lot of butts in the game[/spoilers]
