to me they are cool because of the sense of progression. From starting with just a few roads, to having a big ass city. plus, you get better with each city you build, so it can be fun to plan out the city layout ahead of time, and be a bit more ambitious with each new city.

That is the appeal. The same appeal of 4x or RTS games. It's the same sense of progression and rewards you get from most other games, just with more thought put into doing it. And with that, more reward.

Similar appeal for people who make little model towns in their basement, only the miniature painting is replaced by economics and logistics simulation. It's just so satisfying to look over the little city you built.
