Tier lists don't really work for certain game genres like RPGs because tastes are very subjective. There are some truly genuinely mediocre series like Neptunia but then RPG games like Suikoden easily rival FF or even surpass it. The only good thing about Trails games is how grounded their stories are though. It's definitely not anime-esque in that sense. The actual problem comes from the complete trainwreck of a plotline that's trying way too hard to have a million things going on,

I legit don't get why they love high school settings so much. Like maybe a few pieces of media here and there, why not, but this shit is all over the damn place. I don't want to go to fucking school in a video game. Even visually there's no appeal, in type-0, sure, some details on the uniforms look different for each character but overall they all look the fucking same, just slap a different haircut on them, give them a different weapon and they're set. It's so fucking boring and it looks nothing like a combat outfit. I hate when you see things like boob plate and high heels on female armor but at this point I would actually take this over dumbass school uniforms, at least the character looks like she dressed for the occasion.

I don't understand what demographic Cold Steel was even aiming for because on one hand, the setting initially screamed cash grab before the plot picked up, but on the other hand it has so much text it even scares off visual novelfags.
Falcom shot themselves in the foot because they alienated a lot of older Trails fans while also completely failing to attract casual JRPG fans.

At least CS2 was great and dropped the school setting and CS3 looks like it might be good too, since the characters have all grown up, and the main party appears smaller, which means more developed characters like older Trails games had.
