ATB is literally a time based mechanic though, it's not turn based.

FF13 is ATB, FF12 is ATB with movement, only XV is Action RPG, and even then XV still has a somewhat ATB like system for the other 3 party members with their tech command bar filling up like an ATB bar does.

The point is that inserting a multiplayer to keep your 5/10 game relevant may not be the best idea to improve its quality or draw in new players. My guess is they are hunters that Noctis is extending his powers to, hence why they can use royal magic that the Kingsglaive could also use. And I think they may gonna add that kingsglaive barrier and royal sigil magic to the main game for Noctis too.
