Because someone in the game industry a few years back thought it was a good idea to nickle and dime their customers with small items instead of giving them a big expansion pack (or just putting it in the game to begin with). And it turns out it was a good idea businesswise because, as we were to find out, people are stupid enough to buy into this. And the trend kept going and going and expanding because people kept buying. So to answer your question: It's allowed because the consumers deemed it acceptable when it first started and didn't do shit to stop it. Now the "mini-dlc machine" is so big that it can't really be stopped.

It's one thing to release the game then charge for add-ons as time goes by. But by now they're already out, the game is coming late to Steam, so as an apology for the delay all released content should be included by now. If it's already finished there is no longer a reason to withhold it.
