Part of me feels like the models for FF7 were shitty like that because they originally were being built for the N64, till Square decided they wanted disc space for the FMV's.

Chibi's fine as long as the bodies remain slightly larger than the heads. After that it's just used as a crutch.

Chibi is okay if the function of it is to serve as a crutch for low-fidelity systems like handhelds and past old consoles.
It's not okay when you've shit like pic related backpedaling and butchering the story when the PS4 was built to deliver quality visuals.
