Fully endorsed by valve. There is literally no way that would benefit them if they remade half-life 1 themselves when Black Mesa already exists. The only exception I can think of is that a valve made remake comes with the full game already done.
All they had to do was release something. At this point I sincerely believe it was all a marketing ploy and they never intended to release anything like a HL3 ever, instead choosing to string along all the fans knowing full well that they would stick with valve for years to come for the "release that is surely going to be announced soon".

They can release a hat for 30$ in dotters and make millions over night as all the players of that game but the hat, this costs them barely anything to do. Or they could release the sequel to a series which by now only has a relative handful of active players who still care about it, I highly doubt the average steam user is old enough to have played HL2, let alone HL. The latter option requires the dedication of a full dev team and all the costs associated with it to be covered.
HL3 isn't going to happen unless some other studio gets the IP and gets Marc on board. The IP isn't going to leave Valve until at the very least Gaben has died. And Marc Will never join another studio until his contract disallowing him to do so expires, the expiration date knowing Valve coincides with his date of death.

I am not saying it is bad, I am saying that O reckon only a fraction of the people who played the original series still play vidya. Most will be 28 years and older, and while there are still a lot of 28 year olds and over who plany vidya, the size of this audience is dwarfed by the newer generation who have heard of HL and at most will pretend to have played it.
Of course that won't stop every streamer to become the biggest lifelong HL fan overnight.
