He has the motivation and the means to make New Vegas flourish while remaining mostly hands-off in terms of government. House winning means that the NCR will stop their expansion eastward, and Caesar will not be able to go any farther west.

The technology and knowledge he has access to are implied to be beyond even the Big MT, because they are intensely jealous of him. When/if the Tunnelers emerge in the Mojave his upgraded securitron army is the best way to defend against them.

And, if he ever does become tryannical, the Courier can just push a few buttons and go unplug him. He's not perfect but he is arguably the safest bet for the Mojave's future.
