Because 2nd and 3rd forms are drastically different in size and body shape to the other forms, requiring extra work. They're not relevant enough to be worth the effort of adapting the animations to them. In contrast, all you need to do to give Goku a transformation is change his hair or maybe at most his whole head. 4th is the only Freeza form that is absolutely necessary. Maybe Golden if you want to stay current and 1st if you want to be thorough without going overboard.

Not that I'm a huge fan of golden form, but I never liked Cooler's final form, so I'm glad. Freeza's final form was all minimalistic and sleek, like he had gotten rid of all the unnecessary parts from his previous forms and was now at the peak of his evolution. Trunks has somehow Future Trunks' character, Goku is underpowered and almost useless (thing is, he's surrounded by even more useless people), and the whole "let's do the first series again" thing failed pretty fast.

Then they went full Z, except fuck the original cast.
Satan gets unironically more screentime than Vegeta, Piccolo got killed in a cameo and was never seen again, Crilin is an old man that also dies and so on.
Basically everything is rehashed from DB or Z (episode plots, enemies, character design etc). At some point they start the Cell saga again, with a recolor of Dr. Gero and an enemy that makes Vegeta bad again (basically Majin Vegeta 2.0).
And let's fuse C17 with C17.
Everybody is underpowered as fuck, Goku can't lift a building in his fucking SSJ4 transformation.
At the end, Goku left to train with Shenron or something and became a semi-immortal being that just never returned to his family and friends, letting them die without ever saying goodbye.
He'll came back like 100 years later, but he'll refuse to be approached by his own, senile granddaughter. Vanishing yet again in the wind.

I mean really, the only good thing was SSJ4 design.

Honestly, it is hard to say how hurt Goku was. Yeah, he didn't have any visible injuries, but Dragon Ball Super rarely shows anything besides a few light scratches.
The furries took a Final Kamehameha to the face and were completely unharmed when we saw them on the bench, and even a comparatively weak character like Hop (Who got punched through the damn arena) was just fine too.

It's best to assume that they are in fact not using their full power, unless they state it otherwise (which they usually do anyway). Honestly, Vegeta blew open the Hyperbolic Time Chamber twice from training, compare that to fighting some poison-wielding 3rd-ish form Frieza-tier furry, it's for the sake of the show, otherwise they'd be 1-hitting most new characters created.

This is the worst. Even after Baby was beaten, Uub was still comfortably the second most powerful Z-Warrior, and had cool techniques like the Candy Beam that could have kept him relevant. Even SSJ3 Goku was trash compared to him at this point.
Then he just jobs over and over even harder than the Saiyans did, and on the final stand when the Saiyans went to sacrifice themselves against Omega to buy time, they just told Uub to fuck off.
At least he killed General Rildd when he revived, i guess?

A shame too because the scene itself was pretty impactful, and seeing Buu stepping up to sacrifice himself so Uub could have a shot after saying "good bye" to Hercule showed some nice character development, but it just got thrown away.

Of course. I've been playing the Tenkaichi games ever since they came out and even saw some high-level matches. The defense system is also broken since there's not a single combo you can't escape from.

Not to mention most of the characters play essentially the same with VERY subtle differences outside special moves (and even those are shared).

Budokai 3 may have Dragon Rush (which is a terrible mechanic) but it's no way game-breaking. At least B3 didn't oversaturate it's roster with useless, generic characters nobody cares about (like, who the hell would wanna play as Pilaf or Frieza Soldier?).

Man, after a literal hundred episodes I can't get over how badly they have handled Super as a sequel to Dragonball.

SSG was the perfect transformation to make a new, blank slate for the series, Toriyama likes lanky characters now, let goku be lanky, he's a god, he's immortal, he controls his ki now (and hence why he and beerus never destroyed anything while fighting in the city. Kinda like how Saint Seiya's armor tiers work, you will never touch people with the next level of ki.
