I'm no absolute authority in budhism, but here's my two cents.
The true elimination of desire is the ultimate goal, since it releases you from the wheel of reincarnation, but this is admitted as a pretty much an unobtainable goal, only reached once in all of humanity by Gautama Budha.
I think it's something like Sin in Christianity, in that we all sin all the time, even nuns and monks.
