I'm pretty sure Naked Snake is the "Saladin" Sniper Wolf refers to. It's more in line with Naked Snake to turn war orphans into child soldiers, while Venom is more likely to try and keep former child soldiers out of war.
It also doesn't fit with Venom's moral code to groom a war orphan to fill the void Quiet left.

Pretty much, but honestly, it's for the best that her fate is up to player interpretation. Given that she's effectively a bio-weapon after sacrificing herself for Venom, it likely isn't a very happy ending, and it's not like there can be witnesses as to what happened to her after she disappears. Honestly, it makes me feel a little bit better knowing that the novelization of The Phantom Pain is non-canon, seeing how her story ends in that.

Actually, it's highly implied that Raiden's interpretation of the Big Shell events are warped. When you return to Arsenal Gear in MGS4, it looks nothing like the Arsenal Gear in MGS2, which makes sense given that Raiden was having an existential breakdown at that point.
