All games are art.
Heavy Rain isn't particularly good art, it's a branching cinematic story with fake choices and some crappy gameplay filler. It's weird that these visionary western game directors just want to make interactive films; They have the potential to be good (Heavy Rain isn't), but the lack of challenge and fun game design miss the point. These games also usually have pretty bad cinematography, especially Cage's.
Dark Souls 1, Metal Gear Solid 1, New Vegas, Hotline Miami 1 and 2, Metro 1 and 2, Bastion
All of these have reasonable levels of challenge, interesting visual design, engaging characters, interesting stories that are sensibly interwoven with the gameplay, and good sound design and music.
