Cosmic horror themes can have combat if you're fighting the cultists or limited manifestations.

Cthulu's defining trait was also slow, plodding manipulation through visions sent to the weak minded and the sensitive. The only difference is that Erbritas doesn't use small cults to accomplish her goals, she uses the church.

To do lovecraft in a game properly you need to actually apply his conventions to stories.
Try to keep the supernatural aspect ambiguous and try to science away things even if it doesn't quite fit.
Unreliable narration, insanity and focussing on a single view point, storytelling from retrospective.
Alienation, other characters should only rarely be sympathetic or relatable to the mc.
The monsters (when they appear) are scary because of their implications and apparent existence beyond normal logic and rational rather than by being unstoppable.

Well that's basically everything the Church was involved in. Did you actually pay attention while playing the game? Did you actually play the game? You think Micolash and his group trying to rip holes in our reality through to the dream wasn't verboten? That the church wasn't performing abominable acts in the name of science? Of course the gameplay isn't Lovecraftian, but the backstory of the world is Lovecraftian as fuck, filled with cabals and cults performing twisted shit to try and cosy up to creatures they can't fathom.

Besides, Whisperer in the Darkness had one man holding off the Mi-go with a rifle and some dogs. And you can't say the player fought any actual great old ones or whatever the fuck they called them, Ebrietas being a little girl and the Orphan a literal babby. Only one with any real power was the Moon Presence and that can be justified by the player only fighting them when they're beginning to undergo squiddification themselves.
