you're still here for the movie. the suggestion to cast sutherland, which ultimately means the decision, was made by avi arad, the producer for the film. at e3 kojima+vogt-roberts mentioned they'd been in regular talks for over 3 years, meaning before and after the split. kojima is wacky, but he isn't stupid AND he loves movies. he knows that he can't properly adapt one of his existing games' stories to the screen for a few reasons:
>the games were written for their medium
>the games take a lot of inspiration from movies and churning that back out as a movie won't turn out well, a la resident evil
>you can't copy a story too directly lest it be too predictable to the loyal audience
>can't deviate too much lest you anger the loyal audience for breaking canon
on top of all this there is also the problem of keeping the story accessible to people who have never played the games. i believe kojima is aware of all of this. kojima also mentioned earlier this year that "games and films will merge" (could just be referring to the oats videos he got sent early, but seeing the blomkamp ama i believe kojima had this sentiment before contact with blomkamp). this leads me to believe that the final part to tpp is the movie, and we're set on an impossible goal of nuclear disarmament (impossible because of the blockade mechanic) to keep going until a trailer or something is ready to show, at which point they will remove or lessen blockades. chapter 3 is real, and by generating hype for more content they are generating hype for the ip which will increase hype and eventually ticket sales for the movie.
