A 50% evasion chance is essentially a 50% damage reduction on average to enemy attacks. On top of that it scales into end game unlike a minor defense buff.

Depends on how defense is calculated and if the evade goes off of base chance or is additive
If Defense scales HARD and even 2-3 points is seen as a huge upgrade, it could render the ability to dodge 50% flat irrelevant due to the other 50% hitting you like a truck
However, if it's not, 50% additive evade stacking on a current stat is much, much better
