We already had one come out over 10 years ago and it was called "Super Dragon Ball Z". It was also made specifically with the hardcore fighting game community in mind as opposed to casual gamers and it reflected on it's style of gameplay. Unlike the fan-favorites Budokai and Budokai Tenkaichi which try to emulate the action of DBZ as closely as possible, Super DBZ was lend itself closer to it's fighting game roots whatnot with fireball motions and all that shit.
Unfortunately, the game failed due to poor marketing (though it was a mild success in Japan). It also faced comparison to the critically acclaimed Budokai 3 which fans dismissed Super DBZ being a watered-down version of and the new Budokai Tenkaichi which selling point was the bloated roster count, and being a "DBZ Stimulator" while Super DBZ only had 18 characters (11 initially). Doesn't help BT2 was coming out later the same year... Super DBZ just couldn't compete.
However, the game did have some really good perks. It had a great customization system which allows you to inherit another character's special move, the graphics and general aesthetics was closer to the manga than the anime, and it had Chi-Chi as a playable character (which is the biggest reason why I think she has a shot at being playable in this game). It also gained a (small, but dedicated) competitive following in Japan:

There's a lot of good stuff in there, but it's based on the Arcade version and not the PS2 port (which had extra characters)
One thing I really liked and wouldn't mind seeing again is the skill tree system, which allowed you to give your character extra system level abilities like a longer "Action" bar, damage buff on low health, even the ability to guard cancel and super cancel.

I remember that the only time I heard about that game at the time was in a review of a video game magazine.
Basically, they destroy the game because of the content, and the only reedeming quality they found was the price (that was ridiculously low, like shovelware-tier pricing)
