They just don't have a lot of it. But I think visual novels with genuine choices such as Fate/staynight are more games than linear corridor movie games such as gone home. There is at least choice&consequence in visual novels. So you as a player actually affect things. Gone home is just walking around and touching objects without you affecting anything.
