I'm long overdue for an upgrade on my 6 year old PC. I realize that prices for RAM and GPU are high and it's probably best to keep waiting but I've had my eye on a couple of cards.
The 6GB 1060 or a 970. I want to run new games at high/very high such as Deus Ex Mankind Divided and Prey.
I'd also probably upgrade to 16GB of RAM

Why would you even consider a card that's bad enough for a successful class action suit against it?
Grab the 1060 and be done with it. It's stronger, too - and, you know, it doesn't shit the bed at 3.5 GB VRAM used.
Don't bother with the RAM. Let the 8GB carry you over to the next CPU upgrade, because you'll need fresh RAM once that happens anyways.
And make sure your PSU is still up to par, otherwise you're investing in new, sparkly fresh hardware only to have it be killed.
