I think it's a neat experience but I would never call it a good game. Because like you said the gameplay sucks, and it sucks compared to other Silent Hill games. It's probably worse than Homecoming, and Homecoming makes Downpour look like a masterpiece.

I would stay it has merits still. I might call it a flawed gem, depending on just how bad the gameplay was.

Horror is one of the few genres that CAN get away with average to bad gameplay and still be good.
The other is rpgs (hi planescape ) and soccer managers etc.
SH4 especially is borderline as scary as SH3 the apartment is the true protagonist imo lol

Silent Hill 4 is my favorite Silent Hill. I think it's easily the scariest.
So, my answer is: Yes
It was fine except for the escort shit. The experience as a whole was unique and terrifying, more than the others even.
