How come modders haven't made any software for older consoles

How come modders haven't made any software for older consoles that can recover deleted files? On a computer if you format a disk you can just download a program like Recuva and after a few hours of scanning you can recover whatever deleted files you want. Hasn't the technology for something similar become available yet for older consoles?

t. Deleted a save by accident on the Wii many years ago and just remembered now

Because those usually are built with software recovery in mind.

Custom recovery is very difficult especially when you're dealing with low space on a console like the Wii.
