Tumbleweed Mansion was intentional.
They just made NPCs spawn in one of the rooms, and made that room inaccesible. so you never found them, but you always heard them walking around.

I can say Pokemon RGBY with their Lavender Town, the music was unsettling you had to run to a pokemon center if you wanted to hear something else

Silent Hill games feature some unsettling places. Mostly SH3 because you could watch and they were harmless but you could stay looking at them trying to figure out what they are. I guess the monsters also representing something disturbing

The Haunted Mansion game has plenty of rooms like that.
I wish more people played this game, it was not bad for a semi movie tie-in horror/puzzle wise and kept the stress levels high.

The medical pavilion and fort frolic were the only good parts of Bioshock. The rest of that game was complete trash but those two levels were really good.

In the first Crysis when it's night time and you exit the dig site.
Extra spooky when you play incredibly stealthy, listening for steps and talking out in the trees.
Crawling through the water and trees on your way to the grave mini boss fight area, avoiding the road with enemies. No music, just crickets, frogs and nature. Fog.

Was I the only one that got really unsettled by the Fourside Department Store when the lights went off and Paula was kidnapped

Even as a kid it seemed scary because I knew I was taking too long and Paula was probably getting tortured by a scary tentacle monster the whole time while I fumbled in the dark

It made every safehouse in the game creepy. Prickle Pine is a close second in terms of creepiness.

What sucks is how hard it is to pinpoint something being 'unsettling/mysterious' compared to just scary. It's easy for a game to have scary shit in it, but unsettling is so fucking rare, it sucks.
