Uhhh no. When making SF3 the boy she spars with in her intros was apparently supposed to be playable, but that would have left Elena as the only girl. So they reused a similar design, but needed to make her look like a girl even with the baggy clothes so to compensate they gave her the side-openings, long hair, and "generous proportions"

Have Capcom just buy the delicious fitness Chun Li costume and put that in already.
