I find the idea pointless. The entire point of a licensed game is to play out the thing in the form of a video game. If you're gonna create a new Rider, you may as well just create a new IP altogether. The concept of a masked hero who kicks monsters to death isn't limited to Kamen Rider.

Genuinely good? Not really. Ones that can be fun if you're a fan? Super Climax Heroes for a fighter, Battride War Genesis for a musou, All Rider Generation 2 for a beat-em-up or All Rider Revolution if you want a little Metroid with your beat-em-up.

Also, I don't think the game would need it's own rider (even though it could be pretty cool) since there are other's that would fit in a game setting well.
