It's not that it was really unfinished in terms of content, it was just an almost unplayable mess due to a massive amount of bugs.

I'm talking about the very beginning of the game. You can max persuasion before the first hub is over. It's also worth noting how other options, such as intimidation and seduction are nowhere near as viable.
