It's not a good comparison because they're different in what service it provides. I've seen restaurant reviews that weigh the speed of the atmosphere, location, ease of access, elegance, cleanliness, and of course, the meals, sure, and certainly you could do the same with games, but they're definitely not a 1:1 comparison in that sense.
You rate base game and different versions separately. For example Bloodborne is a solid 7.5 as a base game. With Old Hunters it turns into a 9.
DLC isn't the only thing that can change a game either. Major patches can drastically make the game better or worse over time, though this mostly applies to multiplayer games.
That's why "WHY DID YOU PLAY THE GAME FOR 2000 HOURS IF YOU DIDN'T LIKE IT HUH HUH" is a fallacious argument.

The game and the DLC are two separate products, you can choose to rate either product separately or together it doesn't matter as long as you don't misidentify it. A game that was bad getting "better" because it has good DLC was a bad game with good DLC.
