No, later on you have the option of literally pulling a Columbine. The game does not even try to justify it.

DX1 they let you kill kids because it would not fit the setting to have a bomb go off and everyone die, but the kids are all just fine.

DX2 they have you sneak through an elementary school and tell you "hey wouldn't it be better if you killed all these kids instead of letting them get brainwashed?"

It always startles me when you can do it though. Like I'm aware they're just pixels but the only games I've played where you can do this are RPGS (ex. Deus Ex, Fallout). It just feels weird doing it but it didn't stop me from killing every child I saw in my first playthrough of Deus ex
