he was never meant to be a hero anyway, Walker was intentionally built as a generic american that wanted to save people to show how he wanted to play hero and killed hundreds on all sides including civilians by doing such, just like how the player enjoys a story where they can kill hundreds of generic enemies and then be hailed as a hero for saving some people
the whole point is that the player wasnt meant to feel like Walker has by the end he went from stotic commander to bloody thristy murderer but understand how they were related to him by pursuing heroism through cold blood

No Russian was a justified mission and I wish more games dared to make controversial missions where you get to play as a "bad guy", and I don't mean dumb shit like "You're the bad guy in GTA", I mean an actual game where there is no justification for the bad stuff you do, where the character isn't made out to be a hero.

Killing all those civilians in the airport was great, because in the end it didn't even matter, when Makarov shoots you he just shatters your self-rigtheousness.
