He gets bullied hard by weapons with a long, poking reach. He'll walk right into it. Trying this is dangerous when he's dashing though, just get away.
If you don't have that, never, ever get into a position where you're both dashing around each other, because he will win. Never approach him straight on when he's in a neutral non-attacking state, he will shoot and kill you. Strafe instead. Don't attack blindly when he has his gun out, because he will parry you. Go hard and aggressive when he uses that buff that drains his own HP, he won't parry and he'll take enormous damage from the drain.
