There's very little gang crime in Texas, and almost none in Austin, so they'd have to be pretty inventive or reference a lot of small incidents to have it make sense. We've got plenty of minorities committing crimes all the time, but there's not much organization to it.

In Austin, for example, my friend was an EMT and said almost every single thing they ever responded to was just mental cases. Crazy people, usually homeless, that were just being weird or started assaulting someone (usually another homeless person). I do like the idea though, and hope for a good GTA or Fallout in Texas someday.
